Space Coast Organization Structure

The Space Coast Clean Cities Coalition is organized into a four level structure to support the development and operation of the coalition in east-central Florida. The governing body of the coalition is the Board of Directors led by the Chairperson with coalition activities and operations carried out by the Coordinator as defined by the Coalition Bylaws and the national Clean Cities program.

Board of Directors

The Space Coast Coalition Board of Directors supervises, controls and directs the affairs of the Coalition to the interest and needs of the stakeholders. General policies, goals, objectives, and disbursement of funds are determined by the Board. The Board consists of at least 7 members elected from the Coalition Stakeholders. directors are selected as representatives of the automotive industry, infrastructure industry, the public sector, and general individuals of the community. The Board's elected Officers consist of Chair, Vice-Chair, Secretary, Treasurer and Executive Coordinator.

Chair

The Space Coast Coalition Chair is elected by the Board to lead the coalition and coordinate the national goals of Clean Cities with local interests and needs. The Chair is a local person with AFV experience to lead the coalition as represented in the organizational chart. The Chair presides at meetings, appoints committees, authorized Board activities, acts as spokesperson and facilitates communications between stakeholders, the Board and working groups.

Executive Coordinator

The Florida Solar Energy Center (FSEC) serves as the coordinator for the Space Coast Clean Cities Coalition and the national Clean Cities Program. The Executive Coordinator is appointed by the Board to coordinate all activities of the Coalition and act as spokesperson of the Coalition in conjunction with the Chair. Administration of Bylaws, memberships, events, time schedules, reporting requirements and public relations include some of the activities of the coordinator.

Coalition Stakeholders

Florida Space Coast Clean Cities stakeholders represent companies and organizations, both public and private, that have committed to the introduction, operation and use of alternative fuel vehicles and/or the development and support of businesses and services that will support these goals. The Coalition covers a nine county region of east central Florida.

Steering Committee

The steering committee is comprised of key stakeholders that impact local and regional decision-making and demonstrate executive expertise. The steering committee provides overall guidance and policy, offers pivotal decision-making and provides representation to the Space Coast Board of Directors. Functions may include setting Working Group goals, overseeing Clean Cities initiatives and implementation of Space Coast Coalition Program Plan. Goals and plans conceived by the Committee may be directed to the Working Groups for implementation and working Group initiatives may be brought before the Committee for sanction. The committee is appointed by the Chair and consists of Working Group chairs, the Board and key stakeholders.

Working Groups

Two Working Groups function under the guidance of the Steering Committee. The Groups work to achieve organizational objectives and long-term goals of the Coalition by performing task including gathering information, conducting reports, developing draft legislative language or local ordinances, and addressing other information needs of the Steering Committee.

  1. Finance/funding/legislation role: To identify financial incentives and public/private sources of funding to assist with program implementation and serve as Space Coast Clean Cities legislative representative.
  2. Outreach/education/AFV/infrastructure/technology role: To promote awareness of clean air issues and provide technology transfer of alternative fuels to industry, current/future fleet operators and the general public while promoting the use of AFVs.

Membership

Members have signed a Memorandum of Understanding (MOU) as participants of the Space Coast Clean Cities Coalition and of the U.S. Department of Energy Clean Cities Program. There is an annual Space Coast Coalition membership fee of $25.

Coalition Meetings

Meetings are open to the public. Stakeholders meet at least quarterly. The Steering committee and Board of Directors meet at least semiannually. The Coalition also meets for committees, workshops, seminars, tours and events at varying times at predetermined sites. Check the calendar for more information.
